- The chief of Britain’s intelligence service said on Thursday that Russia’s military campaign in Ukraine was likely to “run out of steam” in the coming weeks, amid material and workforce shortages. “They will have to pause in some way,” Richard Moore, the chief of MI6, said in remarks at the Aspen Security Forum, The Washington Post’s Shane Harris reports. A pause by Russian forces would “give the Ukrainians the opportunity to strike back,” Moore said, in rare public remarks by the serving head of British intelligence.
- Russian state company Gazprom resumed gas flows to Germany on Thursday. The move eases European fears that a planned maintenance shutdown on the Nord Stream 1 pipeline would become permanent. But wider concerns about the energy crisis remain high, and the European Union has asked countries to ration gasbefore winter.
- CIA Director William J. Burns said there is no intelligence suggesting Russian President Vladimir Putin is ill. After widespread speculation that the Russian leader is sick, possibly with cancer, Burns quipped that Putin remains “entirely too healthy.” He estimated that 15,000 Russian soldiers have been killed in the war in Ukraine and as many as 45,000 wounded.

- Russian shelling pummeled a market in Bakhmut and damaged a school in nearby Kramatorsk, two cities in the eastern Donetsk region, Ukrainian officials said.
- A second day of strikes in Kharkiv killed two people and injured 21 in the country’s northeast, the regional governor said Thursday. He said three people were killed a day earlier, including a 13-year-old waiting at a bus stop.
- The Russian and Syrian governments have carried out dozens of illegal “double-tap” airstrikes on civilians and humanitarian workers in Syria since 2013, according to findings by a Syria-focused rights group. The term describes strikes to the same location as earlier strikes, meant to target those gathered at the scene to help victims. Russia has deployed the tactic, homed in Syria, in its war in Ukraine, according to reports from international investigators and journalistson the ground, The Post’s Claire parker writes…..
